
Sands China Holds Sharing Session on the Spirit of NPC and CPPCC
(Macao, Mar 26, 2026) – Sands China Ltd. hosted a seminar Thursday at The Londoner® Macao featuring five participants of the recent fourth session of the 14th National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC), who shared their insights on the topics discussed at the Two Sessions from multiple perspectives. The event brought together approximately 200 of Sands China’s management, team members, and young participants of the company’s talent development programmes. A simultaneous live stream was provided to over 28,000 team members in the back-of-house areas, allowing everyone to learn and understand the spirit of the Two Sessions and work together to promote high-quality economic and social development in Macao, with a replay available afterward.
Executive Vice Chairman of Sands China Ltd. Dr. Wilfred Wong moderated the event, and said: “This year marks the beginning of the nation’s 15th Five-Year Plan and is also a key juncture in Macao’s Third Five-Year Plan. Sands China was privileged to invite five Macao delegates of the National People’s Congress and the Chinese People’s Political Consultative Conference for a sharing session, where they offered valuable insights on matters related to Macao’s long-term economic and social development discussed at this year’s sessions. Today’s sharing session also served to encourage all team members to embrace the spirit of the Two Sessions and seize the opportunities arising from the nation’s development landscape and Macao’s diversified planning initiatives. We would like to extend our sincere gratitude to the Liaison Office and the Macao SAR government for their ongoing guidance and support, as well as to our five distinguished guests for taking time out of their busy schedules to join us, contributing to the great success of today’s sharing session. The event, titled the Sands China Distinguished Speaker Forum Series – The Spirit of NPC and CPPCC, was led by five distinguished guests: Kou Hoi In, member of the Standing Committee of the 14th National People’s Congress and vice president of the Macao Chamber of Commerce; Ho Ion Sang, member of the Standing Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference and vice president of the Legislative Assembly of Macao; Ng Sio Lai, Macao deputy to the 14th National People’s Congress and president of the General Union of Neighbourhood Associations of Macau; Lee Chong Cheng, Macao member of the 14th National Committee of the Chinese People’s Political Consultative Conference and vice president of the Macao Federation of Trade Unions; and Wong Kit Cheng, Macao member of the 14th National Committee of the Chinese People’s Political Consultative Conference and vice president of the Women’s General Association of Macau. Other guests of honour at the event included Sun Yaohua, director of the Economic Affairs Department of the Liaison Office of the Central People’s Government in the Macao SAR, and Ken Cheang Kam Lei, head of the Gaming Research Department and liaison of the Gaming Inspection and Coordination Bureau.
Kou stated that he paid particular attention to institutional breakthroughs in the integrated development of Hengqin and Macao during this year’s Two Sessions, pointing out that promoting higher-level rule alignment and market integration between Hengqin and Macao is essential to unleashing Hengqin’s potential. He emphasised the need for institutional innovation to facilitate the flow of people, goods, and capital, optimise tax arrangements for Macao residents living, working, and starting businesses in Hengqin, support residents’ integration into the In-depth Cooperation Zone, and promote Macao’s economic diversification.
Ho stated that Macao's future development cannot be separated from talent as the core support. It should leverage its unique advantages of being backed by the motherland and connected with the world, and make simultaneous efforts in cultivating, attracting, and retaining talent. Macao must also actively integrate into and serve the overall development of the nation, play the role of a bridge to the outside world, and focus on people’s well-being and youth development to create a happy Macao.
Ng pointed out that this year’s Two Sessions once again demonstrated the country’s emphasis on people’s livelihood, especially the elderly and children. She believes that Macao needs to continuously improve its relevant service and protection systems to meet the actual needs of its residents. With frequent traffic between Macao and Hengqin, cross-border transportation infrastructure directly affects people’s livelihood. It is necessary to accelerate the improvement of border connections, public transportation, and cross-border travel arrangements so that residents can enjoy the convenience brought by regional integration.
Lee pointed out that this year marks an important beginning for the nation and Macao in implementing their core goals and directions. For Macao to better integrate into the overall national development, it must proactively align with national plans and deployments, and play a greater role in high-level opening up and industrial diversification. As regional integration deepens, efforts should be accelerated to optimise customs clearance, smart ports, and transportation infrastructure to further facilitate residents’ travel.
Wong Kit Cheng believes that all sectors in Macao need to consider how to align with the 15th Five-Year Plan, focus on the ‘1+4’ diversified development strategy, consolidate the advantages of the tourism and leisure industry, and accelerate the development of key industries such as Traditional Chinese Medicine, high technology, and modern finance. At the same time Macao must give full play to the role of the In-depth Cooperation Zone as a key carrier for diversified development, promote the alignment of rules and industrial synergy, and build a strong synergy for the moderate diversification and high-quality development of Macao’s economy.
On-site simultaneous English interpretation was provided at the event to convey the spirit of the NPC and CPPCC for non-Chinese speakers.
